Project Introduction

PURPOSE
Alternative Energy Development Board (AEDB) IS REQUESTING PROPOSALS FOR 100 MEGAWATTS OF WIND GENERATED ENERGY TO BE INSTALLED IN PREMISES OF Pakistan Steel. There will be three wind farms of 30 MW, 30 MW and 40 MW capacity with a cumulative capability of 100 installed.

The AEDB and Pakistan Steel prefer proposals that provide the option to either:

(1) Purchase wind power from wind generation facility under a Power    Purchase Agreement (PPA) or
(2) Built and transfer ownership of wind power facility to Pakistan    Steel.

The objective of this proposal is to expand the power supply mix of  Pakistan Steel to include additional wind power resources. Proposals  received will be evaluated and short listed. The AEDB expect  that many different types and forms of contractual agreements can be structured to meet this proposal and welcome bidder creativity and    flexibility.

BACKGROUND

Prime Minister ordered creation of Alternative Energy Development Board, with mission to introduce Alternative/Renewable Energy at accelerated rate so as to achieve 10% share in the energy sector of Pakistan by the year 2015.

Pakistan plans to provide annual wind/solar/tidar power generation target of 170 MW to potential manufacturers of these technologies. In this direction the first project selected is 100 MW Steel Wind comprising of three wind farms of 30 MW, 30 MW and 40 MW. This project will create base for targeting 170 MW each year till the year 2015. On the positive side it is anticipated that 270 MW annual target will also be available.

To reduce the cost of manufacturing, complete fabrication facilities have been arranged in the form of Wind Turbine Manufacturing Consortium. This includes tower manufacturing facility, blade manufacturing facility, nacelle, rotar and generator manufacturing facilities with 10 to 30 tons overheads cranes.

To further reduce the cost of project, land will be provided by Pakistan Steel who have an expansion plan which required an additional 400 MW of electrical power. Since Pakistan Steel is located near sea coast with suitable wind speeds therefore almost 40% of the additional requirement of electricity can be met through Wind Energy and the same has been approved by the Board of Directors of Pakistan Steel Mills.

LOCATION OF THE PROJECT

The project location is on the coastal region and south east of Karachi, and in the premises of Pakistan Steel. The site is customer specific and is the property of Pakistan Steel and available for the Wind Farms. The site has been selected keeping in view the accessibility and proximity to Karachi, convenient mode of transport of equipment, access to Karachi Grid geographic/climate factors.

WIND DATA & PRE-FEASIBILITY FOR SITE SELECTION.


Wind Data of a place approx. 15 km away from the project site is available. The data is every minute wind data averaged over 10 minutes /01 hour at a height of 30 meters and 50 meters.

A pre-feasibility study has also been done by AEDB for the selection of project site based on the date referred above. Wind date and pre-feasibility study are available at a cost of Pak Rs. 300,000.00 each. The pre-feasibility has been done using characteristic curves of 750 MW and 1.2 MW gear less wind turbines.


WIND ENERGY PROJECT IN HUB INDUSTRIAL AREA


There is also requirement for Wind Energy in the proposed area of HUB in Balochistan for Industrial Development Zone and the Minister for Industry & Commerce together with other management has shown interest for this facility to meet 400 MW capacity.

This is the area where EUROPAK GROUP alone is in the process of establishment of six industries i.e.

7.EUROPAK ORGANIC FERTILIZER MANUFACTURING IN IRELAND
LIEDA (Lasbela Industrial Estates Development Authority) managing the HUB Industrial Zone is interested for negotiation to meet this proposal and welcome bidder creativity and flexibility.
